Drafting of the first National Civil Defense and Protection Plan (PN-PDC 2025-2035)
This project consisted of the preparation of the proposal for the first National Civil Defense and Protection Plan, developed within the scope of International Technical Cooperation BRA/12/017 – Project Strengthening the Disaster Risk Management Culture in Brazil, between the United Nations Development Program (UNDP) and the Ministry of Integration and Regional Development (MIDR), through the National Secretariat for Civil Defense and Protection (Sedec).
Started in February 2023 and completed in December 2024, the project was coordinated by Professor Adriana Leiras, from LabHands (Humanitarian Assistance and Needs for Disasters), at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), with the participation of the State University of Rio de Janeiro (UERJ), the Oswaldo Cruz Foundation (Fiocruz) and the Methodist University of São Paulo, through HumanizaCom .
The National Civil Defense and Protection Plan (PN-PDC 2025-2035) aims to strengthen the National Civil Defense and Protection System (Sinpdec), through proposals of principles, guidelines, objectives, goals and indicators for disaster risk management, with attention to the five axes of civil defense and protection action in Brazil: prevention, mitigation, preparation, response and recovery.
The project to develop the National Plan was supported by 11 products and methodological procedures that included: 1. generation of prospective disaster risk scenarios; 2. proposal of public policies for civil protection and defense; 3. simulation of scenarios and policies for risk and disaster management; 4. training strategies and participatory planning; 5. communication plan and media intervention actions.
Professor Cilene Victor coordinated the areas of communication throughout the 22 months of the project (2023-2024) and the participatory process in the second year (2024). In addition to the leader of HumanizaCom , the following researchers participated in the project: Filomena Salemme (Plano em Pauta podcast, member of the participatory process and co-author of Product 11); Lilian Sanches (production of press releases, co-author of the executive summaries of the products and co-author of Product 11); Nádia Moragas (governance of the communication team); Isabella Pandolfelli (Reels, short videos and animations with AI), Renata Juliotti (Reels, carousel, stories, social media); Roberto Chiachiri (image analysis of the content), Francisco Santos (production and editing of the project videos and coverage of the events and retrospective video), Louis Edoa (Reels, carousel, stories, social media and a media training workshop) and Marcelo Damasceno (design and management of the official portal of the National Plan).
The HumanizaCom leader was responsible for the theoretical and conceptual design of the Integrated Plan for Dissemination, Risk Communication and Media Interventions, which used the fundamentals of combining humanitarian journalism, risk communication and media intervention resources. The PN-PDC dissemination, training and cooperation proposals are gathered in Product 11, prepared by Professor Cilene Victor and researchers Lilian Sanches and Filomena Salemme. The HumanizaCom leader was also a co-author of the National Plan and the executive summaries of the events and products.
There were more than a thousand pages of content distributed between the National Plan document, the products (2 to 9 and 11), executive summaries of events and products and dozens of Reels, Tik Tok, Podcast, videos, animations, news and notes and the portal: www.pndc.com.br.
