Gird+10 – Integrated Risk and Disaster Management in the Brazilian Context

The GIRD+10 project, coordinated by the Siades Institute, with the participation of the Federal University of ABC (UFABC) and the Methodist University of São Paulo (UMESP), through HumanizaCom, had the technical supervision of the National Secretariat for Civil Defense and Protection (SEDEC), of the Ministry of Regional Development (currently MIDR). GIRD+10 was developed within the scope of the International Technical Cooperation Project BRA/12/017 - Strengthening the Culture of Disaster Risk Management in Brazil, signed between the United Nations Development Program (UNDP) and MIDR.


Under the coordination and technical writing of researcher Samia Sulaiman (UFABC), the project aimed to contribute to strengthening the culture of prevention and expanding local capacities in disaster risk management (DRM) in Brazil, ten years after the enactment of the National Policy for Civil Defense and Protection (Law No. 12,608/2012).
Aimed at training public managers, community leaders, educators and civil defense agents, GIRD+10 resulted in printed and digital training content, such as video classes, podcasts and animations, aiming to expand the reach of communication and education strategies for resilience. HumanizaCom leader, Professor Cilene Victor, acted as a technical consultant responsible for the theoretical-conceptual design of risk communication and media intervention resources , whose foundations were applied in the various products of the project.


Gilvani Moletta and Roberto Chiachiri also participated in HumanizaCom . Professor Chiachiri, director of the UNESCO-UMESP Chair, coordinator of the Postgraduate Program in Communication at UMESP and a member of the research group at the time, contributed to the semiotic analysis of communication products. Master's student Gilvani Moletta's work covered all communication products from GIRD+10, promoting the adoption of formats and languages capable of reaching large audiences, while paying close attention to the technical and aesthetic care of audiovisual productions.


Based on the principles of disaster risk management - prevention, mitigation, preparedness, response and recovery, GIRD+10 sought to integrate institutional, community and communication actions to transform risk into shared knowledge and collective action. Media interventions were mobilized to engage diverse audiences, favor the social appropriation of information and reinforce the legitimacy of public prevention policies.


This practical experience, to which HumanizaCom was able to contribute, highlighted the strategic role of communication and media interventions in building more resilient cities and communities, especially in contexts marked by structural vulnerabilities, climate emergency and recurring disasters.
